An additional point to the previous one (almost a year after though). Ramazan is not only about abstinence from food, it is to make people practice life that is based on self control.
Self Control is one of the biggest jihads. So it does not matter what kind of cloths women wear, Islam says men have to practice self control (Ogling makes Roza void :) ) at all times. If the spirit of Ramazan is imbibed, then no more ogling (forget the severe forms of it), no corruption, no dishonesty, no sins really.
But then, we are one of the worst followers!
